The "ESG One MeetUp Drinks" event, co-hosted by HKPC ESG One and Bank of China (Hong Kong), has successfully concluded at ZEEKR's Taikoo Shing Flagship Showroom. This event, themed "SMEs Leading the Decarbonization Change," brought together numerous industry experts and representatives from SMEs for meaningful discussions. The focus was on exploring business opportunities within the trend of low-carbon economies and achieving sustainable development. Participants engaged in expert sharing, interactive discussions, and networking sessions, which equipped them with practical decarbonization strategies and applications. Additionally, attendees enjoyed a guided tour of the ZEEKR Flagship Showroom, where they experienced the latest advancements in electric vehicle decarbonization technology.

香港生產力促進局(生產力局)於2024年1月推出「ESG一站通」(ESG One)平台,透過整合評估工具、技術支援及培訓資源,為中小企業提供端到端可持續發展解決方案。配合新成立的「資源循環技術研究中心」,雙軌並行協助企業將 ESG 理念深度融入營運核心。
生產力局首席技術總監張梓昌今日透露,平台推出年半已吸引逾1200間企業,其中中小企佔比高達95%,並獲約190間機構支持。
張梓昌分析指出,當前中小企實踐 ESG 正面臨四大關鍵挑戰,分別為缺乏專業知識科技與資源、數據收集與報告困難、資金與成本壓力,以及對市場認知及曝光不足。
對此,他提出六點以全方位支持中小企的 ESG 轉型。六大核心支柱分別為 ESG 評估與藍圖規劃、數位信任與管治、專業 ESG 諮詢、綠色科技探索、資助計劃及人才培訓與商務機遇。
生產力局綠色生活與創新部總經理蔡劍虹進一步分享平台數據指出,在約1200間參與自我評估的中小企中,橫跨18個行業的企業於「商業道德」、「勞工權益」及「客戶責任」三大範疇表現突出。
其中,「商業道德」中有93%企業制定反貪腐政策,77%建立舉報人保護機制;「勞工實踐」中有91%企業設有勞動保障政策,84%提供基本員工醫療支援;「客戶責任」中亦有95%建立投訴處理系統,82%實施透明產品保固條款 。
針對中小企資源限制,張梓昌強調將採取「認知賦能」、「能力建構」、「技術落地」三階段支援策略,包括開辦 ESG 實務工作坊、提供國際標準認證培訓,以及協助企業申請綠色科技研發基金,全面降低轉型障礙。

極端天氣頻發、碳關稅實施、消費者環保意識抬頭,全球正經歷一場低碳轉型浪潮。《香港氣候行動藍圖2050》要求2050年前實現碳中和,2035年減排50%,這不僅是政策要求,更是市場新標準。
碳關稅衝擊:香港出口的隱形成本
幫助企業實現低碳化,也是轉型重點之一。價格優勢或許是企業過去參與市場競爭的重要手段,但現在綠色生產認證更有助企業打造品牌形象和拓展市場,產品與生產工藝是否環保常常是「敲門磚」,在某些市場,如果沒有綠色認證,企業可能連報價的資格都不具備。歐盟碳邊境稅(CBAM)的實施、亞馬遜「氣候友好承諾」計劃的推行,均顯示碳管理能力已成為企業進入國際市場的「隱形簽證」。據香港生產力促進局前年的「碳中和進展與挑戰」業界調查結果,當時仍然有超過七成受訪企業不熟悉「碳中和」,只有不足兩成已制定具體的減碳目標,加上在推行低碳轉型時要面對較高的財務資本,以及缺乏需求等障礙,令減碳之路困難重重。
電子製造業的碳數據實踐
生產力局在減排和碳消除方面扮演關鍵角色,近年推動多項低碳技術,如將廢塑膠及生物質熱解產生燃料油和生物炭技術,鋰電池回收再利用技術,減少生產及運輸過程的碳排放。當中,香港一間擁有44年歷史的電子製造商的案例展現碳管理如何從被動合規轉化為主動競爭優勢。在國際採購商日益嚴格的碳數據要求下,生產力局為這間電子製造商進行的生命週期碳足跡盤查,是供應鏈碳管理的示範案例。研究涵蓋20個上游供應商、逾300道生產工序,識別出各個工序及材料的碳足跡貢獻度並找出熱點。企業因應分析結果制定具針對性的減排策略,實踐低碳製造。
它們更將碳管理融入產品設計概念,並開發出模組化機艙消噪耳機。這種可輕鬆拆卸維修的設計,不僅延長產品壽命,更減少運輸維修產生的碳足跡,體現設計思維在綠色轉型中的關鍵價值,為傳統製造業在低碳經濟中開創新的競爭維度。
當建築廢棄物變身「碳捕手」
上述提及的產品轉型案例證明綠色轉型不僅能滿足合規要求,更能創造新商機。建築業作為香港另一個高碳排產業,正嘗試利用技術創新將二氧化碳從負擔轉化為資源,其突破點竟藏在廢棄的混凝土中。香港建築業佔全港碳排放15%,有本地企業與生產力局合作研發「碳捕獲混凝土」並以此生產環保磚,每平方米環保磚可封存約2公斤二氧化碳。這項創新不僅可以封存利用二氧化碳,還可以提升混凝土強度,現時已應用於港深創新及科技園的部分發展項目。因此,低碳建材除了可以緩解二氧化碳的排放問題,更可額外產生碳信用價值。作為建材製造商,推廣低碳建材不僅有助於提升企業的市場競爭力和形象,還可以促進技術創新、開拓新的市場機會、滿足日益增長的市場需求,並助力企業實現可持續發展的目標。
面對2035年減碳50% 目標,若全港有一成的新建築採用此技術,年減碳量相當於關閉1.5座煤電廠。當務之急是建立碳標籤制度,區分真偽低碳建材,避免「漂綠」沖淡企業綠色轉型動能。香港若能把握碳消除技術(如碳捕獲、利用與封存技術,CCUS)的先行優勢,或可從國際碳市場的跟隨者,躍升為綠色建材標準的制定者。
賦能企業 投向綠續轉型
今年過後,缺乏碳數據的企業將逐步被市場淘汰。然而,危機亦是轉機,香港企業若想在全球市場保持競爭力,必須將碳管理納入核心戰略。生產力局深明業界所需,致力協助業界制定務實的減排策略和措施,攜手為實現「碳中和」做好準備。生產力局為不同行業研發全面的碳評估工具,協助不同業界掌握它們的溫室氣體排放量,以制定合適的減碳目標;同時也提供各類專業顧問服務,繼續研發和激勵業界應用更多低碳科技,促進業界加快低碳轉型。
有別於上市企業擁有大量資源維持企業永續發展表現,資源有限的中小企可善用認可機構,如生產力局 ESG One平台提供一系列的ESG實踐方案及工具,協助企業從「了解」、「增值」及「聯繫」開展可持續發展旅程。ESG One提供的免費線上自我評估,企業可實時獲得「ESG One 績效卡」,了解企業在「E」、「S」、「G」的表現,配合行業特性及發展,更有專家教分享心得,制定合適的方案;另外, ESG One的「綠色科技專區」為企業提供一系列「增值」方案,涵蓋環保產品、服務,以及數碼方案等,提升企業ESG執行能力;同時,企業亦可透過列入「ESG One綠色名錄」、展示「ESG One電子徽章」及「ESG One 績效卡」具體地對外展示企業自身的可持續發展表現及承諾,大大提升企業的ESG品牌價值。
內地正快速建立全面的可持續發展報告披露體系。在證監會指導下,滬深北三大交易所於2024年4月12日聯合發佈《上市公司可持續發展報告指引》(《指引》)。根據《指引》,特定上市公司需於2026年首次披露2025年度《可持續發展報告》。該《指引》標誌著內地資本市場正式邁入ESG強制披露時代,此舉不僅對大型上市公司提出更高合規要求,更將推動其上下游供應鏈全面升級。香港中小企作為供應鏈中的關鍵角色,可乘勢迎接全新機遇。憑藉香港在ESG資訊披露和監管方面的先發優勢,加上與內地語境具有高度的相似性,香港中小企可借鑑上市公司可持續發展報告及相關指引完善自身ESG措施,在上下游供應鏈合作中搶佔先機,實現可持續發展及市場拓展的雙贏局面,搶先「登陸」內地市場。

The "ESG One Mid-Term MeetUp” Enhancing the Power of Enterprises for A Sustainable Green Hong Kong organised by the Hong Kong Productivity Council (HKPC) was held today at the HKPC Building, bringing together over 100 government officials, business leaders, industry associations, and representatives from SMEs, who attended enthusiastically. The Hong Kong Productivity Council (HKPC) signed a Memorandum of Understanding (MOU) with Zhongguancun Qingchuang (Beijing) International Technology Co., Ltd. (Zhongguancun) today, pledging to leverage their respective advantages to carry out in-depth exchanges and cooperation to jointly promote Beijing-Hong Kong cooperation in innovation and technology (I&T) and enterprise development. The "Tech+ SME Sourcing Fair 2023" (the Fair), co-organised by the Hong Kong Productivity Council (HKPC) and the Trade and Industry Department, kicked off on 10 October 2023.
